Το «πράσινο φως» έδωσε επιτροπή στην Άνω Βουλή της Ιαπωνίας στη νομοθεσία για αλλαγή στην πολιτική ασφάλειας της χώρας, σύμφωνα με την οποία δίνεται η έγκριση στον ιαπωνικό στρατό να διεξάγει επιχειρήσεις στο εξωτερικό- κάτι που συμβαίνει για πρώτη φορά μετά τον Β’ Παγκόσμιο Πόλεμο.

Βουλευτές της αντιπολίτευσης επιχείρησαν να εμποδίσουν την ψηφοφορία και επικράτησαν σκηνές χάους σε ζωντανή μετάδοση από την ιαπωνική τηλεόραση. Ο νόμος αυτός έχει προκαλέσει έντονες αντιδράσεις και στους πολίτες.

Η ιαπωνική κυβέρνηση λέει πως οι αλλαγές στη νομοθεσία- τις οποίες χαιρετίζει η σύμμαχος Ουάσινγκτον-είναι ζωτικές ώστε να μπορεί η χώρα να ανταποκριθεί στις σύγχρονες προκλήσεις, όπως αυτή της γειτονικής Κίνας, της οποίας η πρόσφατη δραστηριότητα στη Νότια Σινική Θάλασσα έχει προκαλέσει αναστάτωσε σε χώρες της περιοχής.

Οι πολέμιοι της αλλαγής λένε πως αυτή παραβιάζει το ειρηνευτικό σύνταγμα και μπορεί να μπλέξει τη χώρα σε συγκρούσεις των οποίων ηγούνται οι ΗΠΑ σε όλο τον κόσμο.

Το κυβερνών κόμμα του πρωθυπουργού Σίνζο Άμπε έχει την πλειοψηφία στην Άνω Βουλή. Ωστόσο τα κόμματα της αντιπολίτευσης είναι αποφασισμένα να εμποδίσουν τη διεξαγωγή ψηφοφορίας στο σύνολο του Σώματος πριν η Βουλή διαλυθεί στις 27 Σεπτεμβρίου, ακόμα κι αν το πετύχουν αυτό με τη χρήση τακτικών καθυστερήσεων όπως η πρόταση δυσπιστίας ή μομφής.

Η νομοθεσία έχει ήδη περάσει από την Κάτω Βουλή.
